History and foundation

Established in 2006 following Montenegro's independence from the Serbia and Montenegro union, the Second League kicked off with 10 teams, crowning Mladost Podgorica as inaugural champions. Reforms in the 2010s expanded it to 12 teams and introduced promotion playoffs in 2015. A highlight was the 2018/19 season when Ibar Rožaje earned promotion via a thrilling 3-1 playoff win over Dečić. Notably, harsh mountain weather has frequently disrupted fixtures, adding unpredictability—matches in snowy Podgorica highlands are legendary. Alumni include stars like Nikola Vukčević, now with Budućnost.

Tournament format

The league comprises 10 teams playing a double round-robin format over 36 matches. The champion gains direct promotion to the First League; 2nd and 3rd places contest playoffs against 9th and 10th from the top flight. Two bottom teams relegate to regional Second League divisions (Center and South). The season runs from August to May, with a winter break; tiebreakers prioritize goal difference and head-to-head results.
